FLYING VFR INTO PORTUGAL (below 5500 ft)
FLIGHT PLAN
The Flight Plan is mandatory when crossing country borders in accordance with ICAO Doc 4444. It is also required in Portugal when flying inbound from another country. Pilots should submit it at least 1 hour before EOBT and always confirm by phone with the local ARO if it was accepted.
Pilot should file in Item 18 the Estimated En-route Time since take-off until the Lisboa FIR entry point (EET/Elvar XXXX) and also the Authorization number given by ANAC.
In case of a Formation Flight of two or more, pilot must fill Item 18 the registration of all aircraft (REG/GXXXX, ECXXX, OHXXX).
Pilots must complete all fields / item’s of the flight plan not forgetting the Pilot´s Name and phone number preferably mobile.

AIRSPACE
Prior entering in Portugal, Pilot should check if there is any Restricted Airspace (R) or Military Working Areas (TRA) active. Remember that Portugal has Flexible Use of Airspace
Pilot should check also the NOTAM’s so there will be no airspace violations. You can check them HERE.
Golf Airspace (non-controlled airspace) is divided into:
• Lisboa Militar providing Flight Information Service from SFC up to 5500ft;
• Lisbon Control providing Flight Information Service from 5500ft up to FL095.
FLYING IN PORTUGAL
All aircraft flying Golf Airspace, non-controlled Airspace, below 9500ft should fly SEE AND AVOID.
When crossing the PORTUGUESE BORDER when flying below 5500ft Pilot shall:
– Squawk 7000;
– Contact one of the Lisboa Militar frequencies :
Lisboa Militar (Northern sector) 130.90 MHz
Lisboa Militar (Center Sector) 123 750 MHz –
Lisboa Militar (Southern sector) 131,050 MHz and state your callsign, position and altitude.
Pilot will receive instructions regarding new transponder code, and or suggested route due airspace reservations until destination.
EMERGENCY
When a pilot flying VFR in Golf Airspace is in an emergency situation he should report MAYDAY MAYDAY MAYDAY (when and if possible) on Lisbon Military frequency (with radar):
Lisboa Militar (Northern sector) 130.90 MHz
Lisboa Militar (Center sector) 123.750 MHz
Lisboa Militar (Southern sector) 131.050 MHz
Or 121.50 MHz and report his :
-Aircraft callsign
–Emergency Type
–People on board
–Position ground (if relevant)
–Altitude (if relevant)
–Fuel (if relevant)
-If possible, enter the transponder code 7700.
NOTE: Remember that by making the reporting/communications with FIS or ATC, facilitates en-route flight assistance and also contributes to a faster arrival of assistance vehicles or emergency on arrival or landing in emergency situations, thus contributing to a better and faster aid should it be necessary.
